Senator Halford moved and asked unanimous consent that the Senate return to second reading for the purpose of rescinding its previous action in adopting Finance Senate Committee Substitute to CS FOR HOUSE BILL NO. 217(L&C) am(efd fld). Without objection, the bill was returned to second reading. Senator Halford moved that the Senate rescind its previous action in adopting the Finance Senate Committee Substitute.
